•We have developed a quality framework, a socio-economic plan: “Hyper way
project” as a resolution to all the issues prevailing in our nation.
• Our proposal to improvise this situation is to lay a 10 way road at a stretch of
1, 00,000 km across the country, a straight road without ups and downs.
• On either side of the road are smart cities at certain intervals with institutions,
apartments, shopping centres on the left and small scale and large scale
industries on the right.
• Major issues that arises in such large scale projects is financing for the
infrastructure, land acquisition and environment clearance.
• Private sector participation is also a necessity. Limited resources of the
Government is a great barrier to finance infrastructure investment.
• It is possible only by providing a more stable and secure policy frame work,
protection of property rights and appropriate pricing and subsidy policies.
• Further the government may give guarantees and support in other forms to
ensure confidence and viability to attract private investment.
• Laws of land acquisition also needs to be taken into consideration.
• Our perspective on the financial aspects of this project: As I mentioned laying a
road and improvising transit is the central idea.
• In general, when we consider land values in any urban and rural area, the sites
that fall at a road margin hit the highest price in market.
• Once the road is laid, the margins on both sides can be sold at reasonable
rates, which will yield a large profit, for our government, logically the cost
including the initial investment can also be attained.
• Building and renting spaces for private sectors will also yield long term profits
on a regular basis.
• To begin with the land required to lay road and the margins on either side
should be purchased by the government. But isn’t an area of 1, 00,000 km vast?
How are we going to buy this vast stretch of land? And how are we further
going to attract both the sellers and buyers?
• Our government should take necessary steps to explain people about the
project and its long term benefits to our country and how our country will attain global recognition with increase in economy.
There should be transparency, people should be explained about both the
advantages and disadvantages of this development through news, media and
social platforms available.
• All the schemes and benefits that will be provided during this land acquisition
and distribution should be explained clearly in advance.
• Customer centres can be set up where people can directly contact executives
to enquire regarding any doubts.
• Here the sellers refer to the sole owners of land where we will be constructing
the road and buyers are those who will be purchasing lands to develop our
smart cities by constructing advantageous structures for schools, colleges,
apartments, industries, shopping malls, etc.
• The government can announce a few benefits for both the sellers and buyers,
to make the process easier and also make them feel less burdened!
